What is Pacific Beacon?

Pacific Beacon is the nation’s first housing for enlisted unaccompanied service members to be built under the Military Housing Privatization Initiative, or “MHPI”. Literally, Pacific Beacon is a privately owned and managed, 941-suite luxury high rise apartment community on Naval Base San Diego overlooking San Diego Bay. Currently under construction, Pacific Beacon will be available for occupancy in December 2008. Simply put, Pacific Beacon is a world-class and highly amenitized apartment community designed to provide a resort-like, no hassle lifestyle to the enlisted servicemen and women of San Diego who deserve it most. Currently, Pacific Beacon is open to any single enlisted service member assigned to the San Diego metro area who are eligible to receive a full monthly Basic Allowance for Housing, or “BAH” (usually E4’s and above).

What is Palmer Hall?

Palmer Hall is a modern 12-story, 258-suite apartment community owned and operated by the Pacific Beacon team. Palmer Hall is located adjacent to Pacific Beacon on Naval Base San Diego and its residents have unlimited access to all of the amenities in both buildings. Currently Palmer Hall is open to any shorebased single enlisted service member eligible to receive either a partial, or full Basic Allowance for Housing, or “BAH”.

Who is eligible to live at Pacific Beacon and Palmer Hall?

Pacific Beacon is open to any single enlisted service member assigned to the San Diego metro area who are eligible to receive a full monthly Basic Allowance for Housing, or “BAH” (usually E4’s and above). Palmer Hall is open to any shorebased single enlisted service member eligible to receive either a partial, or full Basic Allowance for Housing, or “BAH”.

What is the rent?

All of the dual master suites at Pacific Beacon are priced at or below the 2008 E4 BAH ($1,374/mo./bedroom). Suites at Pacific Beacon start at $1,200/mo./bedroom and are available furnished or unfurnished at no extra cost. Gas, water, electricity, limited personal property insurance and accesses to all of our world class amenities are all included in your rent.

As a resident of Palmer Hall, your individual rent is 34% of the 2008 E4 BAH (or $467/mo.). In the case of residents who are below E4 and are not eligible for a full monthly BAH allowance, you will need a partial BAH allocation (see your command for more information on how to apply for a partial BAH allocation before becoming eligible for a full BAH allocation). All of the suites at Palmer Hall are provided furnished at no extra cost. Gas, water, electricity, limited personal property insurance and accesses to all of our world class amenities are all included in your rent.

What is included with my rent?

Everything - except for cable and internet services, which are optional. Your utilities, limited personal property insurance, and unlimited access to all of the community amenities are all included in your rent.

What lease terms and lengths are available?

The initial lease term is a minimum of 6 months, however, as an active duty military service member you may terminate your lease early with no penalty, under certain circumstances such as re-stationing and deployment. After the initial 6 month term of your lease, your lease term automatically renews on a month-to-month basis (assuming you do not terminate your lease before or at that time).

When can I move in?

You can move into Palmer Hall today! Pacific Beacon will be available for move ins beginning December 19 and you can reserve your suite today!! Pre-leasing is available now and assignments are first come, first serve. The best suites are going fast so sign up now for your spectacular view.

Are there any other fees, other than rent?

No!! We do not charge application fees, security deposits, or hit you with “amenity fees” like a lot of apartment owners. It will cost you nothing to apply for your suite now. Your monthly rent paid by an allotment is all it takes to live in luxury with us! Of course, as is typical, if you lose your room key, or damage your apartment, we will charge you for it, but in such cases you will be notified of the cost ahead of time.

What happens to my lease if I go on deployment?

If you are a resident of Pacific Beacon you have two options. You may terminate your lease with no penalty (except you might lose your BAH allocation!), or you may keep your suite, lock it up, keep your BAH allocation, and your suite will be waiting for you just like you left it when you return.

If you are a resident of Palmer Hall you may terminate your lease with no penalty, however, because of privacy and security concerns you are not permitted to keep your suite if your are leaving for deployment of greater than 90 days.

What common amenities are available for the residents of Pacific Beacon and Palmer Hall?

Our world class amenities available to both Pacific Beacon and Palmer Hall residents are unlimited. A five star lobby with fireplace, a luxurious resort style pool on the sky terrace along with roof top lounges offering panoramic views of San Diego are just a few of the amenities available for relaxing and entertaining your guests. Join your friends and neighbors in one of the game rooms for a game of pool, foosball, and xbox or enjoy exercising in one of our state-of-the-art fitness centers. Plan a game of volleyball, basketball, or softball on our ballfields. After recreational activities residents can grab a sandwich at Subway or a coffee in our wi fi café. Frequent resident social events will also be coordinated by the management team.

What in-suite amenities are included at Pacific Beacon?

All dual master suites at Pacific Beacon offer each resident a private bedroom/bathroom, walk in closet, and study area. Suites are available fully furnished at no additional cost. Common areas shared by residents are fully equipped kitchens, living rooms, and balconies. All suites include a washer/dryer, refrigerator, microwave, stove, dishwasher, and garbage disposal. All utilities and limited personal property insurance are included in the monthly rent amount.

What in-suite amenities are included at Palmer Hall?

All apartments at Palmer Hall include air conditioning, a full size EnergyStar washer/dryer, ceiling fans, entertainment armoires, ample closet space, kitchenette with a microwave, mini refrigerator, pantry, and a dual vanity area separate from the bathroom and shower.

What are the visitation rules for non-residents or guests?

At Pacific Beacon you may have overnight guests for up to 14 nights in any given month, however, no more than two overnight guests at a time. Exceptions to this policy can be made by the management team for good reason and on a case-by-case basis.

At Palmer Hall you may have guests between the hours of 10:00am to 10:00pm, however, no more than two guests at a time unless the management team provides a specific approval. Guest access to sleeping areas shall be limited to the hours of 10:00am to 10:00pm at all times. Additional restricted times may be required in circumstances where occupants of a room are required to work differing shifts and sleeping times are therefore staggered. Out of respect for your roommates, overnight guests are not permitted at Palmer Hall.

What parking is available to residents of Pacific Beacon and Palmer Hall?

In general, Pacific Beacon and Palmer Hall have plenty of parking between the surrounding surface lots and the parking garage currently under construction. As a resident of Pacific Beacon, however, you will have a secure, unreserved parking space in the parking structure available to you at all times. As a resident of Palmer Hall you are free to use any of the ample surface parking lots adjacent to Palmer Hall.

Can I pick my suitemate?

Absolutely! In fact, we encourage you to sign a lease with your hand-picked suitemate. On the other hand, sometimes the experience of getting to know someone new is a reward in itself. At Pacific Beacon we understand that your suitemate selection is important to you. If you do not have a pre-picked suitemate in mind, we will make every effort to help you find a suitable suitemate based on your criteria.

What is the alcohol policy?

Within the laws of the State of California, you are permitted to enjoy alcoholic beverages within your residence and designated areas of the community.

What is the pet policy?

Unfortunately, Pacific Beacon and Palmer Hall does not allow pets, except for fish living in a tank of less than 25 gallons. If you require the accompaniment of a service animal we can accommodate you on a case-by-case basis

Is my apartment subject to inspection?

No, not by the Navy, and not by your landlord without notice. As a resident with a residential lease governed by the State of California, you’re afforded every protection under California tenant-landlord law. One of protections afforded you under law is that your landlord, absent a building-threatening circumstance, like a fire or a flood, may not enter your suite without 24-hour written notice to you. In most cases the landlord will only request access to your apartment to provide requested or preventative maintenance.
