About the Navy's Public Private Ventures
As part of the Navy’s Public/Private Ventures (PPV) Program, Pacific Beacon brings
together the Navy and Clark Realty to design, build, and operate housing for
unaccompanied sailors stationed in San Diego. The PPV program was enabled
by the Military Housing Privatization Initiative (MHPI), which Congress enacted
in 1996. MHPI allows for the military to use the private sector’s expertise in
design, development, finance, and property management to provide military
members with higher quality housing at less cost to taxpayers than is possible
through typical military construction.
History in San Diego
The Navy and Clark Realty Capital’s first partnership transformed the former
Naval Training Center in the Point Loma neighborhood into the new Village at
NTC, an architecturally stunning enclave of homes that seamlessly blends 500
high-quality townhomes for enlisted Navy families with the distinctive homes in
the surrounding community.
The Navy and Clark Realty Capital are working on similar projects for Navy
families in other parts of San Diego, including the Village at Serra Mesa in Serra
Mesa; a redevelopment of the Admiral Hartman neighborhood in Pacific Beach;
and Gateway Village, a new townhome community recently recognized as the
“2006 Project of the Year” by the Point Loma Association.
Regional Economic Impact
Over the last several years, the Navy’s partnership with Clark Realty Capital has
had a substantial impact on the San Diego economy. Between 2001 and 2005, the
partnership invested nearly $400 million in San Diego’s local military communities.
Over 40% of its work in San Diego goes to small business enterprises and locallyowned
companies. In all, this partnership alone has created an estimated 1,500
jobs in San Diego.
With the development and construction of Pacific Beacon, Clark Realty will
continue its positive impact on the city of San Diego with an investment of
approximately $300 million into the local economy and the creation of hundreds
new jobs.
